It is a grant program $1,000 up to $10,000 for working capital funds to eligible small businesses that have been severely impacted by the COVID-19 pandemic.

This funding is available to small businesses outside the urban centers and CDBG entitlement cities of Vineland, Millville, and Bridgeton.

SBA Announces Official Restaurant Revitalization Fund Application and Guidelines.

WASHINGTON – SBA Administrator Isabella Casillas Guzman today announced key details on application requirements, eligibility, and a program guide for the Restaurant Revitalization Fund (RFF). The restaurant industry has been among the hardest-hit sectors during the economic downturn caused by the COVID-19 pandemic. To help bring jobs back and revive the industry, the American Rescue Plan, signed into law by President Joe Biden, established the $28.6 billion Restaurant Revitalization Fund at the U.S. Small Business Administration (SBA). The SBA will administer the funds to the hardest-hit small restaurants.

“Today, we are starting the process to help restaurants and bars across the country devastated by the pandemic, and this is our message: Help is here. With the launch of the Restaurant Revitalization Fund, we’re prioritizing funding to the hardest-hit small businesses – irreplaceable gathering places in our neighborhoods and communities that need a lifeline now to get back on their feet,” said SBA Administrator Guzman. “And, thanks to clear directives from Congress, we’re rolling out this program to make sure that these businesses can meet payroll, purchase supplies, and get what they need in place to transition to today’s COVID-restricted marketplace.”

Administrator Guzman emphasized, “We’re also focused on ensuring that the RRF program’s application process is streamlined and free of burdensome, bureaucratic hurdles – while still maintaining robust oversight. Under my leadership, the SBA aims to be as entrepreneurial as the entrepreneurs we serve – and that means meeting every small business where they are, and giving them the support they need to recover, rebuild and thrive.”

Ahead of the application launch and over the next two weeks, the SBA will establish a seven-day pilot period for the RRF application portal and conduct extensive outreach and training. The pilot period will be used to address technical issues ahead of the public launch. Participants in this pilot will be randomly selected from existing PPP borrowers in priority groups for RRF and will not receive funds until the application portal is open to the public.

Following the pilot, the application portal will be opened to the public. The official application launch date will be announced at a later date.

For the first 21 days that the program is open, the SBA will prioritize reviewing applications from small businesses owned by women, veterans, and socially and economically disadvantaged individuals. Following the 21-day period, all eligible applicants are encouraged to submit applications.

The groundwork for this announcement is the result of a comprehensive effort to reach out to diverse stakeholders in order to understand the needs and barriers restaurants face in accessing emergency relief aid.

“Local restaurants and bars are being served very good news today,” said Erika Polmar, Executive Director of the Independent Restaurant Coalition. “These guidelines were crafted by the SBA after conversations with independent restaurant and bar operators across the country. We are grateful to the SBA for their hard work to make this process as accessible as possible in a short period of time. It is clear the SBA and the Biden Administration care deeply about ensuring businesses struggling the most can quickly and effectively use this relief program, and we look forward to continued conversations and collaboration to ensure this fund works as intended for the independent restaurant and bar community.”

Community business leaders from underserved communities also welcomed RRF assistance as much-needed economic relief and are working with their broad membership bases to navigate the grant application process.

“In addition to historically having less operating liquidity and revenue than almost any other small business demographic, Black-owned restaurants received significantly less stimulus funding during the COVID-19 pandemic, heightening challenges and leading to disproportionate closures,” said Ron Busby, Sr., president and CEO, U.S. Black Chambers, Inc. “The USBC believes this initiative and collaboration with the SBA will bring needed resources and relief to these often underserved businesses to aid in stabilization, recovery and ultimately, strengthen our economy.”

In addition to restaurant groups and leading advocacy groups for underserved business communities, the SBA has engaged national and state trade associations, and other small business stakeholders in recent weeks to understand their concerns about relief programs.

“Small and independent craft breweries are vibrant community gathering places that can be found in nearly every congressional district in the U.S. and contribute to manufacturing, hospitality, retail, tourism, and agricultural industries,” said Bob Pease, president and CEO, Brewers Association. “We are pleased to work with the SBA to promote the Restaurant Revitalization Fund landing page and its available resources, and assist the breweries hit hardest by COVID-19 secure much needed additional relief to help them survive the pandemic and prepare for the restart of the economy.”

At all levels, the SBA will continue engaging with stakeholder communities to inform and design delivery of financial assistance programs. SBA Economic Injury Disaster Loans Available for Excessive Rain Following Secretary of Agriculture Disaster Declaration for New Jersey

ATLANTA – The U.S. Small Business Administration announced today that Economic Injury Disaster Loans are available to small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and private nonprofit organizations in Cumberland and Salem counties in New Jersey as a result of excessive rain that occurred from Aug. 1 to Sept. 1, 2020.

“These counties are eligible because they are contiguous to one or more primary counties in Delaware. The Small Business Administration recognizes that disasters do not usually stop at county or state lines. For that reason, counties adjacent to primary counties named in the declaration are included,” said Kem Fleming, director of SBA’s Field Operations Center East.

Under this declaration, the SBA’s Economic Injury Disaster Loan program is available to eligible farm-related and nonfarm-related entities that suffered financial losses as a direct result of this disaster. With the exception of aquaculture enterprises, SBA cannot provide disaster loans to agricultural producers, farmers and ranchers.

The loan amount can be up to $2 million with interest rates of 3 percent for small businesses and 2.75 percent for private nonprofit organizations of all sizes, with terms up to 30 years. The SBA determines eligibility based on the size of the applicant, type of activity and its financial resources. Loan amounts and terms are set by the SBA and are based on each applicant’s financial condition. These working capital loans may be used to pay fixed debts, payroll, accounts payable, and other bills that could have been paid had the disaster not occurred. The loans are not intended to replace lost sales or profits.

Applicants may apply online using the Electronic Loan Application (ELA) via SBA’s secure website at DisasterLoan.sba.gov and should apply under the SBA declaration # 16874, not for the COVID-19 incident.

Disaster loan information and application forms may also be obtained by calling the SBA’s Customer Service Center at 800-659-2955 (800-877-8339 for the deaf and hard-of-hearing) or by sending an email to disastercustomerservice@sba.gov.

Loan applications can be downloaded from sba.gov/disaster. Completed applications should be mailed to: U.S. Small Business Administration, Processing and Disbursement Center, 14925 Kingsport Road, Fort Worth, TX 76155.

Submit completed loan applications to SBA no later than Oct. 12, 2021.

New Jersey Community Capital & the African American Chamber of Commerce of New Jersey Launch the Equitable Small Business Initiative

Expanding Financial Relief and Long-Term Investment for Black and Minority-Owned Small Businesses in New Jersey

New Jersey Community Capital and the African American Chamber of Commerce of New Jersey announced the formation of the Equitable Small Business Initiative, a $5 million commitment to bring capital to small business enterprises in New Jersey, focusing on support for Black-owned businesses most affected by the COVID-19 pandemic. The partnership is a first-of-its-kind collaboration between a community development financial institution and a New Jersey-based Chamber of Commerce.

Eligible and interested small business owners can apply for a loan starting April 1, 2021.

UCEDC Launches Virtual Incubator Program (VIP)

UCEDC is excited to announce the launch of the first session of our Virtual Incubator Program (VIP) on February 3rd. Developed in collaboration with UCEDC’s Diversity Advisory Committee, selected businesses with ownership from underserved populations are receiving mentorship, training, and funds to help meet the challenges of this moment.

While diverse businesses have struggled to find resources in the current economic climate, our goal is to provide them with the support they need. Our first session is comprised of twelve businesses from across New Jersey, ranging from food service to STEM tutoring.

Therefore I continue gaining knowledge to make my dreams and goals come true. The VIP is providing me with the tools necessary to achieve them,” says Hilda Mera, owner of S&A Auto in Newark. Adds Randall Toby, owner of Magnificent Men Mentoring Group in Burlington, “I’m grateful to be part of such an informative, professional and interactive program. The information is perfectly designed for both established and early-stage businesses.”

The New Jersey Redevelopment Authority Announced that Phase 2 of Their Lease Emergency Grant Program

Opens Monday, February 22nd at 9 am on a First-Come-First-Served Basis

Governor Phil Murphy and Lt. Governor Sheila Oliver recently announced $5 million in funding for Phase 2 of the Small Business Lease Emergency Assistance Grant Program. This commercial rent relief program provides grants up to $10,000 for COVID-impacted small businesses and nonprofits located in NJRA’s 66 legislatively designated communities.

The application for these grants opens on Monday, February 22nd, at 9:00 a.m. and is first-come-first served. The link to the application for the small business lease grants will be available on their web page on Monday, February 22, at 9:00 a.m.

Eligibility Requirements:

  • Small businesses leasing commercial space in mixed-use buildings

  • Small businesses leasing space in commercial buildings

  • Small businesses leasing space to operate a storefront business

  • Small businesses occupying no more than 5,000 SF of space

  • Small businesses in one of our 66 legislatively designated municipalities

SBA and Treasury Announce PPP Re-Opening; Issues New Guidance

The Paycheck Protection Program for first time applicants opens today, and the 2nd draw loan program starts on Wednesday. For more information, please see the following press release from the Federal government. The SBA website has also been updated, so you can obtain more information by visiting www.sba.gov/ppp.
WASHINGTON – The U.S. Small Business Administration (SBA), in consultation with the Treasury Department, announced today that the Paycheck Protection Program (PPP) will re-open the week of January 11 for new borrowers and certain existing PPP borrowers. To promote access to capital, initially only community financial institutions will be able to make First Draw PPP Loans on Monday, January 11, and Second Draw PPP Loans on Wednesday, January 13. The PPP will open to all participating lenders shortly thereafter. Updated PPP guidance outlining Program changes to enhance its effectiveness and accessibility was released on January 6 in accordance with the Economic Aid to Hard-Hit Small Businesses, Non-Profits, and Venues Act.
This round of the PPP continues to prioritize millions of Americans employed by small businesses by authorizing up to $284 billion toward job retention and certain other expenses through March 31, 2021, and by allowing certain existing PPP borrowers to apply for a Second Draw PPP Loan.
“The historically successful Paycheck Protection Program served as an economic lifeline to millions of small businesses and their employees when they needed it most,” said Administrator Jovita Carranza. “Today’s guidance builds on the success of the program and adapts to the changing needs of small business owners by providing targeted relief and a simpler forgiveness process to ensure their path to recovery.”
“The Paycheck Protection Program has successfully provided 5.2 million loans worth $525 billion to America’s small businesses, supporting more than 51 million jobs,” said Treasury Secretary Steven T. Mnuchin. “This updated guidance enhances the PPP’s targeted relief to small businesses most impacted by COVID-19. We are committed to implementing this round of PPP quickly to continue supporting American small businesses and their workers.”
Key PPP updates include:
  • PPP borrowers can set their PPP loan’s covered period to be any length between 8 and 24 weeks to best meet their business needs;
  • PPP loans will cover additional expenses, including operations expenditures, property damage costs, supplier costs, and worker protection expenditures;
  • The Program’s eligibility is expanded to include 501(c)(6)s, housing cooperatives, direct marketing organizations, among other types of organizations;
  • The PPP provides greater flexibility for seasonal employees;
  • Certain existing PPP borrowers can request to modify their First Draw PPP Loan amount; and
  • Certain existing PPP borrowers are now eligible to apply for a Second Draw PPP Loan.
A borrower is generally eligible for a Second Draw PPP Loan if the borrower:
  • Previously received a First Draw PPP Loan and will or has used the full amount only for authorized uses;
  • Has no more than 300 employees; and
  • Can demonstrate at least a 25% reduction in gross receipts between comparable quarters in 2019 and 2020.

NJ OPENS WEBSITE FOR THE PUBLIC TO PRE-REGISTER FOR COVID-19 VACCINATIONS

The State of NJ website to pre-register for the vaccine is live now: https://covidvaccine.nj.gov/

This will allow the general public to pre-register for eligibility, and allow them to input their personal, contact, health insurance, and demographic information. It will also allow for individuals to schedule an appointment for those who are immediately eligible based on screening questions.
Note that a Health Department spokesperson said “some users may experience a temporary delay as the system scales to meet demand.”
